Gas, Steam, or Biomass? A Purchasing Manager's Guide to Choosing a Boiler

No single boiler is right for every building. A facilities purchaser explains how to choose between steam boiler heaters, gas fired hot water boilers, residential gas boilers, and biomass systems.

If you've ever searched for "best steam generator" or "commercial boiler" hoping for a clear winner, you already know: there isn't one. The right boiler depends on what you're heating, what fuel you can actually get delivered to your site, and who's going to maintain it. A boiler replacement is a 15- to 20-year decision. Get it wrong, and you'll eat the mistake in fuel bills, service calls, and uncomfortable tenants or employees every winter you're in the building.

I've managed facilities purchasing for a 120-person company since 2021. In that time I've replaced two boilers, evaluated a third for a new facility, and made at least one error that cost us real money. Here's the framework I wish someone had handed me: most buyers fit into one of four scenarios.

  • Commercial building (office, retail, warehouse): you need space heating, reliably, for a lot of square footage.
  • Process heat (food, manufacturing, laundry): you need steam, not just warm air.
  • Residential or small multi-unit: you need something compact and efficient on a smaller scale.
  • Biomass available (sawmill waste, pellets, ag byproducts): you need to run the fuel-cost math before you decide anything.

Steam vs. Hot Water: They're Not the Same Machine

From the outside, it looks like all boilers are just big metal boxes that make heat. The reality is a steam boiler heater and a hot water boiler are different animals with different operating costs.

A steam boiler heater generates steam at pressure—often 5 to 15 PSI for heating systems, much higher for process applications. Steam moves through piping to radiators or production equipment. If you run a food processing kitchen, a greenhouse, a commercial laundry, or anything that needs high-temperature heat for work rather than comfortable air for people, steam is usually the answer.

A gas fired hot water boiler, by contrast, heats water to roughly 140-200°F and circulates it through hydronic loops, baseboard radiators, or air handlers. For most office and retail buildings, this is the workhorse. Condensing models hit 90-98% AFUE, according to the U.S. Department of Energy (energy.gov), and they demand less day-to-day attention than steam.

The hidden difference is the cost of ownership. Steam systems need water level checks, pressure valve inspections, and blowdowns. Hot water systems are more forgiving. If you don't have a dedicated maintenance team behind you, that matters more than any brochure suggests.

Commercial Building? A Gas Fired Hot Water Boiler Is Usually the Answer

If you're buying for an office or retail space, the practical starting point is a gas fired hot water boiler, sized by a real heat load calculation—not by someone eyeballing the square footage.

When we replaced the boiler in our 12,000-square-foot building in 2023, the first contractor quoted $18,000 and said it would "more than cover" the space. He never measured anything. I knew I should have demanded a written heat load calculation before signing, but I figured he was the professional. The unit ran constantly in January, couldn't hold 68°F, and the same contractor billed us another $6,000 in change orders for a larger unit. The budget option cost more than the right option would have.

What I ask for now, minimum:

  • A written heat load calculation. No exceptions.
  • Verification of gas line capacity. "We have gas" isn't the same as "the line can feed a commercial boiler's BTU requirement."
  • AFUE in the contract. A condensing unit at 95% burns meaningfully less fuel than a standard unit at 82%.

If a contractor quotes you a boiler without measuring the building, that's a red flag. Find someone else.

For larger buildings, a commercial boiler with multiple modules is worth the added upfront cost. Modular units modulate, so the plant doesn't fire at full capacity when only half the building is occupied. That flexibility pays back in shoulder seasons faster than you'd expect.

Need Process Steam? Consider a Steam Boiler Heater or Steam Generator

If you're buying for manufacturing, food production, sterilization, or any process application, a hot water boiler won't cut it. You need steam, and that changes the conversation entirely.

The best steam generator for your operation depends on output and fuel. In our 2024 facility assessment, we compared a single large steam plant against two smaller modular generators. The modular pair cost more upfront but gave us real turndown: we ran one in summer and both in peak season, instead of cycling a giant boiler on and off and watching efficiency sink.

Small steam generators (roughly 10-50 BHP) are running anywhere from $15,000 to $40,000 based on supplier list prices I reviewed in late 2024. Verify current numbers before you budget—they've been moving. Factor in compliance too. ASME Boiler and Pressure Vessel Code Section IV applies, and most states want a licensed operator for larger steam plants. That's a recurring cost that never shows up in the first quote.

Also budget for water treatment. Steam systems concentrate minerals in the boiler water, and without blowdown and chemical treatment, the pressure vessel's lifespan shrinks. It's not glamorous, but it's where maintenance budgets get eaten.

Residential or Small Multi-Unit? Look at Residential Gas Boilers

For a house, a duplex, or a small building you manage, the category you're looking for is gas fired boilers residential—typically a wall-hung condensing unit in the 90-95% AFUE range.

One clarification, because this one trips people up constantly: a boiler is not a water heater. A boiler heats the building. A water heater heats tap water. A combi boiler does both, but only if you buy the right model—it isn't automatic.

Ballpark costs: the unit runs about $3,000 to $7,000, and installed prices land around $8,000 to $15,000 depending on venting and piping, based on installer quotes I collected in January 2025. Give or take, and verify locally. Also, condensing boilers produce acidic condensate that needs a neutralizer drain—a small thing, but it comes up after installation when floors are already closed up. If the building is already piped for steam and you're thinking of converting to hot water, get a piping assessment first; it's a bigger project than most quotes imply.

Biomass Steam Boiler? Run the Numbers First

Here's the counter-intuitive one. I never expected a steam boiler biomass system to come out as the lowest operating cost in that 2024 assessment. But the site had a sawmill nearby that almost paid them to haul away wood waste, and the delivered fuel cost per BTU was roughly half of natural gas.

Biomass isn't the easy answer, though. Fuel quality matters more than people assume—moisture content above 20% drags down combustion efficiency and sets you up for maintenance headaches (source: U.S. DOE biomass guidance, 2023). Ash removal, fuel feed systems, and more moving parts mean real recurring work. If your maintenance staff is already stretched, bake that into the decision.

The rule I use: if you can get delivered biomass fuel at a stable price from a reliable source, the lifetime cost can beat gas. If you're relying on "someone will have pellets," that's not a fuel plan.

How to Figure Out Which Scenario You're In

Here's the checklist I walk through when someone asks me which boiler to buy:

  1. What's the primary need? Space heating points to a hot water boiler. Process heat points to steam. If you need both, get an engineer involved before you talk to sales reps.
  2. What fuel is actually available? Verify gas line capacity with the utility company. For biomass, get a written supply commitment. For oil, confirm delivery logistics. This is where projects fall apart.
  3. Who's maintaining it? A condensing hot water boiler is manageable for a general maintenance team. A steam plant is not.
  4. What's the 15-year cost? Efficiency, fuel, and maintenance compound. The cheapest install quote is often the most expensive boiler you'll ever buy.
  5. Have you checked permits and insurance? Boiler replacement often triggers inspections and permitting. A contractor who says "we'll figure it out" is telling you they haven't done the homework.

Bottom line: there's no universal "best" boiler. But there's a right one for your building, and it's findable if you ask the right questions in the right order. Walking into a warm building in February with a gas bill that's actually level with last month—that's the payoff.
